Council has had an exciting month! See some highlights below:

  • Council approved three conditional uses, one variance application, and one subdivision application in May 2026.
  • Council heard from the Manitoba Assessment Branch regarding the impact of increases to property assessments. A Tax Impact Open House will be held by the Manitoba Assessment Branch on Wednesday, June 10th, 2026, from 1:00 PM to 4:00 PM at the Town Office.
  • Council extended its contract with Bristal Hauling for Recycling Collection Services to June 1st, 2031.
  • And more!

Last Month at Council (or LMAC for short) is designed to give residents and ratepayers of the Town of Niverville a quick look at what Council passed and approved over the last month, with helpful descriptions of terms that may not be common knowledge.

Tuesday, May 5th, 2026 Council Meeting

  • Council held a public hearing for, and approved, Conditional Use C10-26, which allows for the manufacturing of kitchen cabinets and countertops (along with the possibility of renting out part of the building) at 629 Pauls Street in the Niverville Business Park. This was approved on the conditions that:
    • The applicant enters into a Development Agreement with the Town;
    • That all tenant uses be approved through the conditional use process or in accordance with the zoning bylaw in effect at the time.
  • As the RM of Hanover had provided notice to the Town on April 9th, 2026, of its intention to terminate the Part 3 Building Inspection Agreement effective June 15th, 2026, or earlier, Council resolved to enter into an agreement with the RM of Ritchot for the provision of Part 3 Building Inspection Services effective June 15th, 2026 or earlier.
    • What are Part 3 Building Inspections? Buildings are regulated under Part 3 of the Manitoba Building Code if they exceed 600 square meters in area, exceed 3 storeys in building height, or fall under major occupancies of Group A, B, or F1 in the Code. These regulations provide much more stringent requirements for these kinds of buildings than residential buildings, and therefore require a different level of inspection as well.
  • Council approved a subdivision of 329 Bronstone Drive (The current location of the Town Office, Public Works Building, and Fire Hall), creating a new title from the existing lot, to enable the construction of a new Public Works Shop and Fire Hall.
  • Council approved payment of $491,865.82 in cheques and electronic fund transfers.
  • Council held a public hearing for, gave second and third reading to, and passed, Bylaw No. 889-26. This bylaw closed a public lane and a portion of 1st Street North, consolidated the land, and authorized the sale of the closed portions. This land is currently unused, undeveloped, and was no longer needed for public purposes.
  • Council approved the January 2026, February 2026, and March 2026 Financial Statements as presented.
  • Council resolved, in accordance with Section 326 of The Municipal Act, that supplementary taxes as provided by the Manitoba Assessment Services dated April 28th, 2026, be added to the Tax Roll.

Tuesday, May 19th, 2026 – Council Meeting

  • Council heard from the Manitoba Assessment Branch on how property assessments (which are set by the province) have increased over the past year in the Town of Niverville. Niverville’s total average residential taxable assessment went up by 2.2%, with a total increase (including commercial, industrial, farm, institutional, railway, and designated recreational properties) of 4%.
    • Learn more about property assessment increases and how they might affect you at the Tax Impact Open House happening Wednesday, June 10th, 2026, from 1:00 PM to 4:00 PM at the Town Administration Office, 329 Bronstone Drive, Niverville, MB.
  • Council held a public hearing for, and approved, Conditional Use C11-26, which allows for a planned unit development that includes the operation of a plumbing business along with rental bays at 620 Wittick Street in the Niverville Business Park. This was approved on the conditions that:
    • The applicant enters into a Development Agreement with the Town;
    • That all tenant uses be approved through the conditional use process or in accordance with the zoning bylaw in effect at the time.
  • Council held a public hearing for, and approved, Conditional Use C12-26, which allows for a residential planned unit development at 243 6th Avenue South. This was approved on the condition that the applicant enter into a Development Agreement with the Town.
  • Council held a public hearing for, and approved, Variance Application V9-26, which reduces the rear yard setback to 15 feet for a proposed new house and garage on 37 Mulberry Avenue.
  • Council approved updates to Schedule “G” (Recreation Services) of the Fees and Charges Bylaw No. 872-24.
    • This update changes some of the fees associated with space rental at the CRRC.
  • Council appointed a Bylaw Officer for the Town through Commissionaires as Niverville’s Municipal Toxic Weeds Inspector, effective from May 20th, 2026, to February 28th, 2027, responsible for enforcing the Noxious Weeds Act within Niverville’s boundaries.
  • Council authorized the extension of the Recycling Collection Services Contract with Bristal Hauling for the period of June 1st, 2026, through May 31st, 2031.
  • Council approved payment of $407,339.39 in cheques and electronic fund transfers.
  • Council gave first and second reading to Bylaw No. 892-26. The purpose of this proposed bylaw is to license Mobile Food Service Units within the Town.
  • Council resolved to send a request to the Manitoba Water Service Board for technical and financial assistance for completing a potential future Main Street sewer main renewal project.
