Last Month at Council

Council may have had only one meeting this month, but they were able to pack in five different public hearings for conditional use applications.

Some other highlights include:

  • Council approved a policy outlining the Public Access to Computers and Internet Services Terms of Use for Niverville’s Take One Leave One Library.
  • Council, after a public hearing, passed a bylaw to rezone 223 3rd Street South to Educational and Institutional.
  • Council passed a Bylaw widening part of PR 311 to accommodate the future roundabout.
  • And more!

Last Month at Council (or LMAC for short) is designed to give residents and ratepayers of the Town of Niverville a quick look at what Council passed and approved over the last month, with helpful descriptions of terms that may not be common knowledge.

July 21st, 2026 Council Meeting

  • Council held a public hearing for, and approved, Conditional Use C16-26, which was an application to continue to operate a home-based massage therapy business at 67 Claremont Drive, subject to the following conditions:
    • That the applicant provide on-site parking for clients; and,
    • That the applicant obtain an annual Business License from the Town.
  • Council held a public hearing for, and approved, Conditional Use C17-26, which allowed for a retail store specializing in agricultural and rural products, including livestock feed, poultry supplies, animal bedding, and associated merchandise at Units 3-5 of 735 Schultz Avenue.
  • Council held a public hearing for, and approved, Conditional Use C18-26, which allows for an overhead door business and storage rental units at 821 Riel Cove, subject to the following conditions:
    • That the applicant enter into a development agreement with the Town; and,
    • That all tenant uses be approved through the Conditional Use Process or in accordance with the zoning bylaw in effect at the time.
  • Council held a public hearing for, and approved, Conditional Use C19-26, to allow for a Planned Unit Development including pre-approval for construction trade and mechanical (non-automotive) uses and Variance V21-26, to reduce the required driving aisle width to 19 feet along the side of the building and between the stalls located at the front of the building at 420 Kuzenko Street, subject to the following conditions:
    • That the applicant enter into a Development Agreement with the Town; and,
    • That all tenant uses be approved through the Conditional Use process or in accordance with the zoning bylaw in effect at the time.
  • Council held a public hearing for, and approved, Conditional Use C20-26, which allows for a contractor’s yard and associated indoor/outdoor storage at 600 Pauls Street, subject to the applicant entering into a Development Agreement with the Town.
  • Following a public hearing held back on December 16, 2025, Council has decided to deny Variance Application V28-25.
    • This application was to vary the setback of an accessory structure and the east side yard property line from 3 feet to 1 foot; and reduce the minimum separation distance between an accessory structure and the primary building from 3 feet to 0 feet.
    • The application was denied due to the obstruction that this accessory structure would cause to emergency personnel and construction equipment if further additions to the property were pursued down the road.
  • Council approved Recreation Policy R2-26, Niverville’s Take One Leave One Library – Public Access to Computers and Internet Services Terms of Use.  
  • Council approved Scope Change No. 4 to the existing agreement with Stantec, at a cost of $12,500 plus applicable taxes, for the completion of design work associated with the proposed eastbound bypass lane on PR 311 at Arena Road, and further authorizes the incorporation of such work into Maple Leaf Construction’s current project by way of a change order.
  • Council approved payment of $816,191.16 in cheques and electronic fund transfers.
  • Council approved the June 30, 2026 Financial Statement as presented.
  • Having held a public hearing for, and giving second and third reading, Council passed Bylaw 893-26, which rezoned 223 3rd Street South from Residential Low Density “RLD” to Educational and Institutional “EI”.
  • Council gave first reading to Bylaw 896-26, a Bylaw to acquire land for the widening and expansion of an existing municipal road through consent expropriation.
  • Council gave first reading to Bylaw 897-26, a Bylaw to open and widen an existing municipal road.
  • In accordance with Niverville’s Noise Bylaw No. 886-26, sub-paragraph 3.1.12, Council provided permission to create a noise nuisance between 8:00 p.m. and 1:00 a.m. on September 19th, 2026, for the Nighthawk Season Kickoff Event being held in the outdoor rink at the Niverville Centennial Arena.
  • Following the Town’s due tendering processes, Council awarded the contract for the Town’s Recreation Feasibility Study for Phases 1 and 2 to MNP, who submitted the lowest bid of $44,252.00.
  • In accordance with Section 326 of the Municipal Act, Council resolved to have supplementary taxes as provided by the Manitoba Assessment Services dated July 21st, 2026, added to the Tax Roll.

July 27th, 2026 Special Council Meeting

  • Council gave second and third reading to, and passed, Bylaw 896-26, a Bylaw to acquire land for the widening and expansion of an existing municipal road through consent expropriation.
  • Council gave second and third reading to, and passed, Bylaw 897-26, a Bylaw to open and widen an existing municipal road.
  • In accordance with Section 326 of the Municipal Act, Council resolved to have supplementary taxes as provided by the Manitoba Assessment Services dated July 23rd, 2026, added to the Tax Roll.
