Have you noticed an RSR charge on your most recent sewer bill? Having received some comments on this charge, we wanted to put out a refresher on what RSR is and why this is showing up on sewer bills.

What is RSR?

RSR stands for the Red-Seine-Rat Wastewater Cooperative, a group of six member municipalities who have joined together to find regional wastewater solutions. That solution is a regional wastewater facility, currently being built just north of our community.

Why This Added Charge?

Each member of RSR has an obligation to pay for its share of the facility’s construction costs. To do this, RSR applied to the Public Utility Board, and had approved, a rate increase to do so. This rate increase differs between member communities.

Were Residents Alerted?

Yes, residents were made aware of this rate increase multiple times. A public notice was sent out in February 2026 when RSR originally sought approval for the increase. Another notice was inserted in the July 2026 utility bills after the Public Utility Board approved the rate increase, letting residents know that these new rates would go into effect on July 1st, 2026.

Can I Expect This to Continue?

Yes, you can expect to see this on future bills, with the rate increasing gradually over the next 3 years. You can learn more about this at the link here.
